  • What is the Downtown Revitalization Plan?

    In summer 2022, the Corona City Council approved a visioning and engagement plan for Corona’s Downtown referred to as the “Downtown Revitalization Plan (DRP).” The DRP serves as a community informed document that supports the Citywide Strategic Plan and provides an overall framework for the revitalization of the Downtown. The DRP identifies a comprehensive vision, supportive and catalytic public and private projects/opportunities, economic development and financing tools/mechanisms, and design guidelines that can play a role in transforming Corona’s Downtown into a “Thriving, Vibrant Destination” for residents, businesses, visitors, and investors.     What is the Project Area for the Downtown Revitalization Plan?

    While the specific project boundaries are still being defined, the project area generally includes the arterials of Main and Sixth Street and surrounded by Grand Blvd (pg 12). You can learn more about the ongoing project in viewing this presentation to council.

    How do you Plan to Address Existing Safety Concerns in Corona’s Downtown?

    We recognize that the community has expressed concern with safety in the Downtown area, particularly with homelessness. The City of Corona has developed a Homeless Strategic Plan to address homelessness in the City (including the Downtown area). Going forward, the City will be thoughtful in implementing the Homeless Strategic Plan and utilizing other appropriate resources as needed to address public safety concerns. Further, the DRP Project Team will engage with the City of Corona’s Homeless Solutions Manager and Corona Police Department H.O.P.E Team to provide input/feedback as part of the future development of the DRP. Additionally, the Corona Police Department has launched a Business Liaison Program designed to partner with the business community to address safety concerns and quality of life issues.     What about Parking, Traffic, Circulation, Walkability, Streetscape, etc.?

    The DRP design guidelines laid the groundwork for a Downtown Specific Plan update that is anticipated to be presented to Council in late 2024. These standards provide standards and design flexibility that will encourage private reinvestment in the Downtown while clarifying the quality and type of public improvements, public amenities, and development the City desires and expects. These standards and design principles (e.g. parking, traffic, circulation, etc.) are used by City staff and the City Council in considering and evaluating future project designs. There are specific regulations to incorporate architectural design features such as public plazas, outdoor dining, and/or façade enhancements In June 2024, the City will begin a long planned 6th street transformation project that will reduce the number of lanes on Sixth Street from one lane in each direction from Grand to Grand. This transformation has been planned as part of the City wide General plan, as a revitalization project in 2015, and now as one of the Downtown Revitalization projects. Combined with other upcoming catalyst projects, this will encourage patronage and make our Downtown more walkable.

    How Long will the Revitalization Process Take?

    The City’s catalyst projects are anticipated to take between 5-7 years, but the successful revitalization of a downtown is a long-term incremental process that takes a significant amount of effort/collaboration on the part of the public and private sector. The DRP identifies key near term public and/or private catalyst projects in the Downtown that could be advanced/accelerated with the assistance of public/private investment and potential economic development tools and financing mechanisms.

    How will this be Funded?

    Everyone wonders, so we want to make it clear that this plan does not raise your taxes. The Measure X sales tax passed allowed the city to set aside financial reserves for projects like this. Additional funding sources include bond financing, federal grant funding (ARPA), sale of City-owned assets, competitive grant funding, financing charges, and interest. Debt service for the bonds will be paid out of the General fund, not a new tax. The DRP also identifies a menu of funding sources and/or financing structures in order to fund other public-private projects, public infrastructure improvements, and amenities to foster the revitalization of the Downtown.

    Does the City have a Master Plan for the Area?

    There are a number of governing documents for the Downtown. Among those are the Downtown Revitalization plan and the Downtown Specific Plan. Other catalytic projects like City Park and the Historic Civic center renovations have distinct plans that are in alignment with the DRP.
